It used to be at Walmart.

This used to be available at Walmart, but Rustolium and other paint manufacturers have blurred the lines with their "rust inhibitors" and "rust preventers" and so on. If no CONVERTER is listed, it is not a converter. This material chemically combines with rust (oxidized iron) to form a black primer. Everything else is paint and primer. YOUR RUST BECOMES A PRIMER, leaving not a single piece of rust on your project to fester.
