Toys for toddlers and toddlers no suction

Bought for my granddaughter's 1st birthday for her high chair I have here - no suction at all - just falls off - very cute which is doubly sad then I didn't have one Ability to attach this - I missed the return deadline - so it is now with their other toys but definitely not for the purpose I bought it for - very disappointed
