Does not charge - low voltage
Measured output voltage 3.86V. I would have sent it in for a replacement but I immediately replaced the battery terminals with an Anderson Powerpole. My guess is that one of the buck converters has failed or was originally installed incorrectly. If the latter is the case, I would wait a while before buying from this seller to allow other faulty hardware to be removed from the supply stream.
