ligths would not shut off at night

appearance and delivery both rated "A" . function and directions (C-). I adjusted the sensitivity switch every which way. Waited until dark. lights would go on every 30-45seconds for about 1 minute duration. This would go on all night. I even "duct taped" the sensor partially to see if it was being effected by insects swarming when the lights were on. No difference. Then I covered the sensor fully ! Still no change. Lights would go on every 30-45 seconds shut off then go back on again
