Poor pastel paper

I will not buy this paper again. I'm a little beginner, although I used to work very successfully with my old Grumbacher pastels. I worked very hard on this portrait but found that the pastels kept falling off and the blacks kept showing through. The bottom half, the jacket, was a little better because it was the last piece I took over (I wonder why) and by that point I had sprayed it with working fixative. Then I made another portrait on paper - same thing. When trying to determine if it was paper or pastel (the new inexpensive mungyo), I came across a review from a professional pastel artist who said he didn't like Canson Mi-Teintes paper unless it was"Mi-Teintes Touch". So I concluded it was paper.
