Poor charger for Surface Pro

The charger won't fully charge my Surface Pro when it's on. To get a full charge, I have to turn off my Surface Pro. Then let it charge for a few hours. Even when my battery is at 50% and I'm trying to charge my Surface Pro. My screen flickers when trying to charge.
