I wanted to replace the Noctua NF-S12A with something with a backlight and get better performance as a bonus. I was sure that 2022 rpm is better than 1200. In fact, the airflow of noctua at 1200 rpm is approximately comparable to that of arctic at 2022. It is difficult to judge the volume (both are very quiet), but it seems to me that noctua will be quieter, but it at maximum speed it starts to buzz, and from arctic at 2022 there is a vibration, which makes the body already buzz (rubber studs from noctua helped to get rid of this). As a result, I got what I wanted - a beautiful backlit fan, and instead of improving performance - the ability to drive higher speeds while maintaining silence.
