They seem too soft to be cobalt. I used #18 to drill two mounting holes in the jaws of a cheap imported caliper after trimming the caliper jaws with a Dewalt hacksaw blade. The hacksaw blade was no problem and stays sharp, but this drill dulled immediately when the cutting fluid (Viper's Venom) ran out. The speed was 620 rpm, which is certainly not too fast for a #18 drill. Cobalt steel is more heat resistant than high speed steel. I doubt it's cobalt. Split blade drill bit and well centered.
