I recently bought a new bike with an Ultegra drivetrain but it came with Tektro R540 brakes (many companies do this to keep the overall price of the bike down) . The bike was a good upgrade from my previous bike in every way except the brakes. The stopping power was much less than what I was also using. I was looking to upgrade to a set of Ultegra brakes ($160 minimum) but decided to try changing the pads first. The increase in stopping power (wet or dry) over the stock pads was fantastic and they are now at least as good as the Shimano 105 brakes I had on my old bike. $15 brake pads are a lot cheaper than $160 for a brand new set of brakes.
