What can I do? on velcro discs

I used it for about 8 hours and the Porter Cable paper didn't even stick to the pad. I went back to the original notebook which is over 15 years old and the paper stuck to it until it fell apart completely. I have a 3.7 amp Porter Cable Type 1 random orbit sander. What happened to the quality of Porter Cable? Very disappointed. TO UPDATE. I bought it as a replacement because it fell apart, not because the paper wasn't sticking. Because the paper didn't stick to the new pad and the new pad was practically useless. So I dug up an old block from the garage. I then stripped the remaining foam from the backing of the 15 year old pad and glued it to the new pad using Loctite vinyl, cloth and plastic glue. What am I losing for $2.99? I am currently working on a project that I have scheduled a day off for and I needed this sanding pad to complete the project. Ordering a new gasket at this point would be useless as the gasket would arrive after the scheduled time I planned for this project. I'm even considering buying another pad. Over $20 for 8 hours of work seems extremely expensive, especially compared to how long the other pad lasted and still stuck perfectly to the paper. Plastic cup and then place a 1 gallon plastic garden pot filled with rocks on top. Make sure you leave it in a warm, dry place overnight. See, if the paper starts to fly away, it's not your fault, it's accepting a poor quality product. It is unavoidable that dust gets between the paper and the notepad. If Porter Cable managed to create a system that still holds paper 15 years ago, then something is clearly wrong with this block.
