Wears out quickly and clogs

I bought this to make the final bevel shape on a Japanese Deba knife. The 360 grit used to wear out or clog quickly, so it's pretty smooth now. In practice, of course, this is no longer a 360 grit. The photo shows everything black, that is, the metal is removed from the knife. Tool steel T-15. This works well for sharpening brittle carbide cutters, but clogs horribly for me when trying to cut tool steel (which is inherently a bit brittle).
