I wear 9.5-10 and feel comfortable in 10. They're perfect for running errands and look great with a sporty look. I wouldn't necessarily use them for fitness activities like running or intense cardio, but they would definitely work for a nice outing. I got them when my legs were swollen from pregnancy and they fit well then and they still fit well now that my legs are back to normal (which means they haven't stretched). One annoying thing is that regular ankle socks are still visible, so you need really low invisible socks or one of those liner style socks.
