It's painter's tape, and that's how it works.
I use this tape for gluing watercolor paper. If it doesn't fuzz a bit (so the tape then gently peels off), it takes the top layer of paper with it. But it does a great job of keeping my paper on the board and not painting over a nice border. The day I run out (in 6 rolls) I will most likely order the exact same one. And it came with a mustache sticker.! What else would you like?!
