will affect my dog's hearing

This product says it's safe for pets and children. Ever since I connected this device, my dog has been scared. He rubs his ears and stays away from electrical outlets. He's scared and stays with me, which he's never done before. Is there a problem with this block or does anyone else have the same problem?
