Not healthy. for laboratory consumables

I bought this paper with a narrow range to measure pH in soil. When I tested it, I found that it wasn't accurate or kept spinning in one direction. I measured city water and got a pH of 5.5 to 5.8. We measured several times, measured at the neighbors, measured according to our activated carbon water filter at home. All were in the range of 5.5 to 5.8. Called the city and they brought a real calibrated pH meter, the water had a pH of 7.5. I also measured the contact lens buffer solution. The pH paper indicated 7.6-8.0 and the municipal pH meter indicated 7.7. With this data, the paper doesn't even seem to work to determine if the pH is above or below 7.0. Useless to me.
