Will not work at USB 3.1 speeds

There are several fundamental issues with this expansion card. First I checked the transfer speed and it can't reach anything above USB 2.0 speed. The second problem is that for some reason, this expansion card, when this card is plugged into my computer and I turn off the computer, the computer somehow immediately starts up again. This is both very disruptive and quite annoying. It's definitely not worth the money it's worth.
