Not sure if sizing is correct

I bought these skates for my son even though they are purple he doesn't care. He wears a size 11-12 baby crocs so I thought that would be perfect and it takes a long time to get him to a size 4 which is the maximum listed in the average size we bought. I was under the impression that it corresponds to J11-12 in a smaller size I think. When we got them and he tried them on he said they were tight. I took the boot off the skateboard and its tip touched the top of the boot and it definitely looked tight. I widened that adjustable flap on the front to give his fingers more room. But actually I also had to take the skate out to fit a size 3 to make it feel comfortable. Now he has a lot of room in the skate itself and I can see how that gives more room. But the inside of the shoe is still very small and tight in the toe box, and he says the material is digging into his feet. It doesn't look like it's possible to stretch the material around the fingers. I will be returning it and looking for a larger size as I don't think it will last as long as we hoped. Also, the rubber stopper already looks scratched on one side and he just tried it on at home. He can't even skate.
