After playing around with this article for a long time, I came to the conclusion that it's not about me, it's about the board. As a result, I bought a chip from another manufacturer and the new one worked fine. I was trying to get faulty hardware to work. Unfortunately because it would be great in my project. If I can't get a replacement, I don't recommend anyone to buy this product.
