Comfortable harness works but can be removed

We received an L/XL harness for our cat (19" circumference) and there are many strap adjustments (16-23"). The harness works well for keeping the cat on a leash and allows us to walk our curious cats on a leash out of a small apartment outside. Since the tether "really works" - I can't fault that - there are a few things to consider though. This harness does not replace the neck collar and is detachable. Unfortunately, the collar opening of the harness cannot be adjusted and our cats can easily stick their heads out and run away. Perhaps if we also use a tight cat collar and attach it to the harness with metal rings, this would hold the harness securely in place and prevent escape, although I suspect cats would be uncomfortable given the design (not tested yet). Tightening: Because the collar opening is so wide, it's easy to slide it over the cat's head, then slip your right hand through the leg hole, then fasten the harness buckle on the left side - be careful not to catch cat hair in the buckle ( this can be done better to keep hair out). Escape sequence: First, the cat puts its paws or "hands" (front legs) in the head of the harness (since it's so wide open and not adjustable), then it puts its head in the hole in the "hands". From there, the cat can also put both of its "arms" into this hole, and now the harness is only around its girth/belly. It's possible they could slide out completely, since the "arm" holes are quite large, I imagine using my back legs to drop them over my head. Also, the fuzzy interior collects a lot of hair and is almost incredibly clean. Hair may spill out when washing, although the tape roll is useless because the hair gets stuck in the material and cannot come out easily.
