Works as intended.

Working for intended purpose. Cerium oxide removes small surface scratches from glass. A felt polishing pad must be used with a rotary tool or buffing machine. Expecting it to remove very deep scratches or chips on glass is unrealistic. Any scratch or chip that deep requires insanely long hours of polishing and results in a large indentation and potentially dangerous weakening of the glass. I used mine in an aquarium. Three 2.5 inch scratches removed in 45 minutes. A Dremmel with a felt polishing wheel is used. Mix 1 part cerium oxide with 2 parts water. Keep dry and moving during use to avoid overheating the work area. It also has the property of squirting. Depending on where you work, you may want to use rags. But it is very easy to clean. Didn't stain the cotton t shirt I put on and just wiped the wall with water. Search google for videos (removing scratches from aquarium glass) for glass tutorial videos.
