Carbon and stainless steel? I do not think so.
I received two brushes in a pack, identical. I don't think I have a stainless steel one. upset? Yes. Do you feel like I've been kidnapped? Yes. Will you request a refund? Why not. I'm giving them 2 stars instead of 1 because the brush looks well made and the wood is sanded well.
