Spring. it's cheap and it's a tarpaulin.

The idea is not bad in principle but not realized, I had had velcro sewn to the tarpaulin from the wrong side so it was useless although it might help to keep the tarpaulin wrapped if it so would be in the right place. The buckles are too close together to hold the rope properly, if they were wider maybe the rope wouldn't move as much and you could tighten the straps around the rope. Worst of all, one of the buckles wasn't well tolerated or was broken or something and didn't hold tight. On the other hand it was very cheap and held up very well, I used it for a couple of months. Tarpaulin is a beautiful material. All in all, for practical reasons, it's probably worth spending another $10 and getting a real tarp/rope bag.
