Only protects the seat.
The set does not include a harness for attaching to the dog's collar. My 25lb Boston Terrier has slight flanks when she rests her head on one of them, or worse, the Velcro breaks in one of the corners when she bends over. It seems protected from water. A seat anchor could never get between the seat and the backrest of the chair, as shown in the picture. I am sending this back.
