Mounting clips do not work.

The stand itself is perfectly acceptable. Sturdy enough for what it is, but the "no-drill" mounting system is a complete joke. The supplied clamps will not stay in place and cannot be tightened in the correct position to hold anything and may damage the bottom of your bed. I ended up using some long screws in the pannier bags and drilled 4 holes.
