Straps not long enough

Bought a medium size for my 17 lb poodle. The neck piece fits very well, but the strap that has the clasp to close his body is too short and therefore too tight for him. I've tried setting it up but there isn't much room to set it up. I have never had to buy a large one for my dog but in this case I regret it.
