1080p and 4k not displaying correctly on Windows 10

Even after a firmware update, Windows 10 and Radeon R9 GPU are still glitching like hell, 4k display isn't always supported and 1080p won't as shown in the broadcast 1080p flat screen TV requires additional firmware work
