Receives data but does not forward it

Receives data but cannot forward it. I can pair this with a heart rate sensor on a Garmin watch via HR2VP, but then I can't pair with ZWIFT with this adapter. It should accept data from the watch (which it does, but then I should be able to connect the software to my phone via that adapter (which doesn't work).
