I have a 10 lb Chi/Terrier mix. He's short but bulky (broad chest for his size). I ordered a size 12 and it was too small (I measured it according to the instructions and it was too big). However, I ordered one size larger and it fits perfectly! The coat is really good quality, it will be super warm in it. I can't use rubber bands around his hind legs, they are too tight and he hates them. The strap is adjustable and I can tighten it, so no need for rubber bands anyway. All in all a great coat, just be aware of the size. I recommend ordering one size larger. But if you order a size too small, the exchange is very easy and painless!
