Bilstien 24-006200 - Shock absorber

I have just received a front set for my 1966 VW Beetle. I don't understand how they will fit (although all part numbers say so), they are two inches shorter and the top bracket doesn't work with the ones I removed. Now I have to fight to get my money back or get someone to tell me how the hell this is supposed to work.
