Let's talk about the price first. The price, as you say, is LEGAL! Go to your local valley mark or destination and see what kind of junk they have compared to that. my son loves her. I lubricated the bearings and they spin smoothly and quickly. The wheels are rubber, not hard plastic. Nice adjustable boot and stylish look. I wish skates were like this when I was a kid. Overall I can't understand 9/10 but I don't know anything perfect so 9/10 son wears youth 2s and he claims they fit well and doesn't wear him for long. I strongly recommend them. *UPDATE* 6/19/19 My son has almost outgrown them and they are still holding up very well. I will be giving them away soon as they are still in good condition. Worth every penny!
