Locking clips are not included!
These pads are good. I'm not an expert on brake pads, but they definitely improved my stopping power (despite coming from badly worn brake pads). Despite listing information here and elsewhere, my pads did not come with locking clips. They came with skid plates (pre-installed) and silicone grease, but I had to reuse the old mounts.
