The package arrived on time with minor damage to the outer packaging. The inner packaging was not damaged. After examining the contents, I found two USB fans that connected (and latched) to the neckpiece with two USB connectors. After connecting them, I found that the battery was not charged. I used the included USB cable to connect to a powered USB port and noticed 4 small lights next to the charging port on the neck. The first light began to flicker. Testing the fans with the cable attached showed good airflow at all three speeds, and all speeds were reasonably quiet. Top speed was noticeably louder, but not objectionable. The end of the neck near the charging port got quite warm while charging, but not too hot to the touch. Note: After 1.5 hours, the third of the four indicators started flashing. Definitely not fast, but fully charged overnight. When fully charged, the device worked perfectly. Good airflow and no extraneous noise. Not noticeably heavy on the neck. Great addition to my hurricane kit. The two USB ports on the neck can provide emergency charging or power supply for USB accessories when needed. In fact, it charged my phone from 3% to 32% in about 25 minutes and used about half the charge of a bandana.
