It is not attached to the tire valve stem. I can only assume that I have a defective block.

I can only assume that a seal is missing somewhere. The device appears to be so well constructed that someone would take the time to ensure it was performing its basic sealing function. Nothing else really matters if it doesn't seal the valve stem.
