The plastic protective cap doesn't fit well, doesn't close well. Did my best without using any tools. The lock had rusted through after a single Michigan winter. It took me about five minutes to saw it off with a saw. This will stop the lazy one who doesn't have a power tool or doesn't want to make noise. After all, which is good, I can't blame them. I wish the instructions were a little more assertive to let you know not to use this item in inclement weather. You should not leave this on the car for a long time in bad weather, otherwise it will rust and you will have to cut it off. like I should have done. If I had known it was going to rust I would have used it differently and everything would have been fine. The keyhole cover should fit better to close easily.
