twists, there may be a risk

I wish I had to give 1 star but I have just realized that the pad is not securely attached to its shaft and I think can be dangerous so I took it off and put the old ones on until I got one else can find a brand. After installing the bike and testing it for 2 minutes I thought they were fine. Haven't used it since but just noticed that the last isn't aligned with the rim. It was actually loose where the rubber seal could rotate on the axle or shaft, about 1/8th of a turn without much effort. After playing around with it a bit, I just loosened it up a bit more. I think they are pressed and glued. I saw the 2nd the same way. I think the other 2 look ok. But I definitely don't want it to be able to rotate under braking, especially on the front wheel where it could cause the wheel to lock.
