Not the best result on aquarium test kits

I ordered a pack and refill to check the ammonia cycle in a new aquarium and I have found all the tests show the same thing. I ended up trying to test tap water and water in installed tanks with a couple of strips and got the same readings every time. I have read that my strips may have expired, but there is no expiration date on the packaging. I've also tried strips from my refill when I've just received a bad batch and they all read the same too.
