Properly grounded? for power strips and surge protectors

I think this will do the job it was designed for. I hope I never have to find out. Installation is a bit confusing. The instructions say to make sure the thing is properly grounded, but then they don't describe what is proper. Another reviewer suggested incorporating and connecting to a copper ground rod. Sounds ok to me, so I'll do it. But the tech I bought it from said the surge protector must be in my house. So would that mean I have to run another wire through the floor/wall to ground the outer rod? This makes the setup really messy and it looks like lightning shoots at the house the defender is in and then back. The Defender seems tough enough to go outside, especially if you can find a spot that's adequately protected from the weather.
