I have a 2010 Silverado 2500HD. I had an error code on the "Service Trailer Breakdown System" dashboard. I replaced this part and the code was gone after driving the truck a few more cycles. On my truck it was on the inside of the frame next to the left rear wheel. The videos I saw said it should be above the spare tire. The bolts were accessible from the wheel arch and there was no need to remove the spare tire to access them.
