Assembled is the best I can say.
I watched a video showing how to install what you need because there is no real guide. I tested it on short runs and the hooks couldn't stay attached. Every bump in the road knocked her over. We ended up having to load the bike into the trunk of our car. The basic structure and the concept of the device seem to be good. But the engagement mechanism on 4 standard belts is not enough for this task.
