We ordered 2 - 1 didn't work

We ordered 2 of these for our vans and one didn't work properly. The volume changes randomly from full volume to zero volume. A number on the dial also radically changes the volume. The company sent a new one and hopefully it was a rare accident. Although the other radio works fine. The strange thing is that the radio doesn't turn on when I fire it up, even though it's plugged in properly. He just turns the radio off but not on.
