There is no exact size for dogs

I have a dog with a 16-1/2" neck so I ordered a 20" collar. The chain is not 20”. Total length, including the rings (which add no length), was just under 20 inches. I suggest you add 4 inches of what you need for the right fit. For a small dog, you probably only need to add 3 inches. When I ordered the collar with the extra 4 inches it fit well.
