Doesn't auto focus and doesn't click from 28-35mm

Doesn't auto focus and doesn't click at 28-35mm on my Nikon d610 and even switching to manual the image isn't sharp due to the angle 28-35mm and also locks not a. What could be the reason please? The image quality is perfect, the processing is also perfect.
