I bought this skirt for my 9 year old daughter who is medium height for her age. I measured her waist and bought based on the measurements. She has a 27 inch waist so I went for a medium waist (24.4-30.7 inches) to give her room to grow which is totally correct. It's a little loose, but not enough to fall off. She basically just sits on her waist without pulling the elastic, but there is room in the elastic for her to grow. That's exactly what I wanted. The material is nice and similar to more expensive brands. I am happy with it and so is my daughter. I don't know what they are called women unless you are a very short woman, but I wear medium women's sizes and cannot wear this skirt.
