This is a very simple mechanical USB A/B switch that allows you to use one peripheral between two computers. I use it to switch a webcam between laptop and desktop and it works great for that. The peripheral device can also be a scanner, printer or any USB device. It comes without a cable. You need to provide TWO USB A/B cables (old type, square end) to connect your PC to the switch and one cable to connect the switch to your device. You may already have some old USB A/B cables from an old printer or similar. If not, they're only a few dollars each.
