Size 14 was short for my 12 year old at about 5ft 5in. The size of the order must match the length.
My son liked the pants. He's 12, I bought him a size 14 but he was too small. I changed it to size 18 and the length was perfect just a little loose at the waist. My son wore the belt and it was perfect. The quality is pretty good considering it costs less than $20.
