Click on the black plastic around the perimeter to turn on the timer.

It took me a while to figure it out and here's what I found out. Adjust (turn) the dial so that the hand points to the current time. Tell the timer sockets to "apply power at this time". Pull them back to disable the timer outputs. Each tab represents 15 minutes. By default mine was off for the full 24 hours meaning all the black tabs were in the up position. If you want to skip the timer function, flip the toggle switch on the side of the timer. When you turn off the timer function, all 8 outlets work like a regular power switch, and then the main switch on top turns everything off like a regular power strip. Hope this saves someone one day! A good product!
