Suitable for garage storage

I bought this for my front mounted winch on my Wrangler. There's no way it's tight enough to keep it on the winch while moving. I pulled the tip as tight as I could and can still pull it out easily. What is the flash for? Tried pulling the drawstring from the inside, assuming the zipper was there for some reason, but same result. This thing will fly away as soon as you hit the street.
