Small fan for little ventilation

I tested it and it puts out 12V but the current is low. If it is not in direct sunlight, it will not generate enough electricity to run the fan. There is also no possibility of energy storage. When power is received but not enough to spin the fan, the fan makes an annoying hum. It would be better if there was some kind of regulator built in so that the fan would not be powered if there wasn't enough amp to spin it. The fan's power cord is 15 inches long, which limits its placement. The fan is the size of a typical computer case fan. Its power is not enough to ventilate a large area. It basically ventilates whatever is within inches of the fan. Marketing that says it can be used in a chicken coop, tree house, caravan, car or camping is a bit misleading. A kennel might be fine, but I think dogs would prefer a larger fan. When used outdoors, any small amount of wind is more than this fan produces. The maximum CFM listed is 47, which is lower than that of a computer case fan. The number of places you can use this is quite small. My intended use case for this will not work due to the hum the fan makes when not spinning. If you want to use a fan in a place exposed to heat and sun, this fan will not last long. This is a cheap computer fan in a plastic case. Heat and sun wear out quickly. The current price is $30. I see the same product being sold under different brands for less money. For example, the ShareTime fan costs $22.
