The fraction shouldn't be, but it's not exact. There is an extra amount of clean skin underneath the metal end, which is why all measurements are wrong. So I had to remove the metal tip, cut the ribbon along the correct line, and then leave the metal end to get the exact measurements. Another option is to always start at the 1 inch mark and remember to subtract 1 inch with each measurement.
