It is best to work with a thick-walled hose.

On the plus side the price is right so I bought two sets of these. They're compact and the plastic construction means you don't have to worry about contacting nearby electrical outlets. However, the jaws do not close completely, so they only work with thick-walled hoses. If you're trying to close off a thin-walled hose, you'll need to put something like a piece of hose scraps under the handles.
